Richard worked for 25 years in the Civil Service, primarily in DIFD (the Department for International Development). He writes for The Times and EMiS, where he’s also a committee member. He recently hit Twitter in a big way, when James O’Brien picked up his recent New Stateman letter setting out his reasons for, and quoting from, his resignation letter.
