Paul Domjan is the Founder, Chief Policy and Global Affairs Officer of Enoda. Paul has over two decades of experience in energy, energy security climate policy and research. Prior to founding Enoda, Paul was Tellimer‘s Chief Strategy Officer, CEO of 4Cast-RGE, and Managing Director and co-Founder of Country Insights. Paul began working on energy system stability issues when he served as the First Energy Security Adviser to the US European Command of the US Department of Defense, where he led development of the US military’s strategy for energy security in Europe, Africa, and Eurasia. Paul was the most senior Defense Department energy security official based in Europe and represented the US both at NATO, and with senior government and corporate stakeholders in Europe and the US. Paul subsequently became advisor on energy security to the UK Parliament’s Energy and Climate Change Select Committee. Paul helped to design the ground-breaking Oil Shockwave simulations with Securing America’s Future Energy, which were recognised in President Obama’s 2013 State of the Union address. Paul also served as Deputy Political Analyst in the scenario planning group at Royal Dutch/Shell. Paul is a regular keynote speaker and author on topics in energy, technology, and policy. Paul co-authored Chain Reaction: How Blockchain Will Transform the Developing World, published in 2021 by Palgrave Macmillan, and Carbon Scenarios, published in 2008 as a project of the Stockholm Network. Paul was a Marshall Scholar at Oxford University and is also an alumnus of London Business School and the University of Texas at Austin, where Paul was a National Merit Scholar.
Dr Carl Wright is Secretary-General Emeritus of the CLGF Commonwealth Local Government Forum, which Carl founded in 1995 and oversaw until 2016. Carl was Assistant Director (1988-94) at the Commonwealth Secretariatdealing with Commonwealth programmes for South Africa, Namibia and Mozambique. Carl was previously a senior official at the International Confederation of Free Trade Unions and the first Director (1974-88) of the Commonwealth Trade Union Council. In 1973 Carl was among the first UK nationals employed at the European Commission. Carl chairs the Canterbury Climate Action Partnership and led official delegations at both the COP26and COP27. Carl is author of Global Citizen: Grass Roots Activism and High Diplomacy (Hansib Publications, 2022). Carl studied European Politics at the University of Reading, and Regional Economic and Urban Planning at the University College London.
Chair: Dirk Hazell graduated form the University of Cambridge and qualified as a barrister. Dirk wrote what became the template for the European Communities’ 1992 single market programme. Dirk led the euro-capital market through the first wave of EU sectoral legislation and then the environmental services sector through the Sixth Environment Action Programme. Dirk chaired the Conservative Party’s Foreign Affairs Forum and London Region, but left the party when it left the mainstream centre-right EPP European People’s Party. In 2012, Dirk co-founded the UK EPP which he now leads. Dirk is also Chair of Federal Union (founded in 1938) which was credited by the only British President of the European Commission as having made possible the UK’s Accession to the EC in 1973.
