SUMMARY:(How) can the House of Lords be reformed: IfG
DESCRIPTION:Monday 12 December 2022\, 12:30 – 13:30\n\n\n\n\n\nRegister to attend this event in person\n\n\nRegister to watch this event online\n\nThe House of Lords is back in the spotlight. Boris Johnson’s resignation honours have reignited debates about the appointment process and the ability of politicians to hand life peerages to their friends\, supporters and donors. Key figures across Westminster have called for stronger independent oversight of the appointment process. Labour Leader Keir Starmer has gone further\, committing to replacing the House of Lords with an elected chamber if he wins the next general election\, informed by the work of former prime minister Gordon Brown’s constitutional commission. \nHowever\, as past governments have discovered\, how to reform the second chamber is the cause of intense disagreement. Who should replace the current membership? What should be the role of a second chamber? What are the risks involved in embarking on major constitutional change – and are the knock-on impacts clearly understood? \nThis event – part of the IfG Bennett Institute Review of the UK Constitution – will explore current proposals for reforming the House of Lords\, including the newly-published Brown review\, and consider how reform could be achieved. \n\nMatthew Hanney\, former Special Adviser to Deputy Prime Minister Nick Clegg\nDarren Hughes\, Chief Executive of the Electoral Reform Society\nLord Norton of Louth\, Conservative Peer and Professor of Government at the University of Hull\nSarah Sackman\, Commissioner\, Brown Commission\, Labour candidate for Finchley and Golders Green\n\nThe event will be chaired by Dr Hannah White\, Director\, Institute for Government. \n#IfGLordsReform

SUMMARY:Defending human rights in Europe and the UK (European Movement in Scotland Webinar)
DESCRIPTION:The European Court of Human Rights (ECHR) and the Convention that goes with it are very much inspired by post-War British politicians and thinkers. Yet some Conservatives and others would like to reduce its role – in some cases to the point of the UK leaving both. \nDominic Raab\, restored to his post as Justice Secretary\, is determined to press ahead with legislation on giving a proposed British Bill of Rights precedence over the ECHR – not least by enabling deportation flights to Rwanda and elsewhere. \nThe UK used to have a much-lauded reputation for safeguarding and promoting human rights. So\, how has it come to this? Join us in our latest webinar which will focus on the threat to human rights in the UK and elsewhere and the role of the ECHR in upholding them. \nWe anticipate a lively and informative discussion between Joanna Cherry KC MP\, a leading human rights lawyer and activist\, and Sir Ian Forrester KC\, a prominent Scottish judge who was the last serving British judge on the European Court of Justice before Brexit and now acts with Ampersand Advocates. \nTheir discussion will be moderated by former Labour MP and EMiS chair Mark Lazarowicz\, who is the founding chair of the Citizen Rights Project.

SUMMARY:The UK-EU relationship: the way ahead
DESCRIPTION:A joint seminar of the Jean Monnet Chair in EU Law at City\, University of London and the European & International Analysts Group \nThe UK-EU relationship since Brexit has been characterised by tension\, disputes and disappointments. \nDespite signing a Trade and Co-operation Agreement in 2020\, the UK and the EU have argued over the Northern Ireland Protocol\, fishing licences\, the supply of vaccines\, the interpretation of trading rules and the treatment of European citizens in the UK (and of UK citizens in some EU countries). \nBut Britain now has its fifth prime minister since the 2016 referendum. There have been hints of a more co-operative approach from the UK side and a clear willingness to resume dialogue by the EU. In the face of the post-Brexit extraordinary developments of the pandemic\, the invasion of Ukraine and the current energy and economic crisis\, what should be the agenda to enable the UK and the EU to improve their current relationship? \nThese questions will be debated by an expert panel chaired by Professor Panos Koutrakos\, Professor of EU Law and Jean Monnet Professor of EU Law at City\, University of London: \n\nSir Jonathan Faull\, Partner and Chair\, European Public Affairs\, Brunswick\, Brussels; Director-General\, Internal Market & Services\, European Commission 2010-15; member of the European & International Analysts Group\nJill Rutter\, A senior research fellow at the UK in a Changing Europe and Visiting Professor at King’s College London; former British senior civil servant in HM Treasury\, Number 10 and Department for Environment\, Food & Rural Affairs\nDominic Grieve KC\, A barrister at Temple Garden Chambers; Attorney General from 2010 to 2014; Member of Parliament for Beaconsfield from 1997 to 2019\n\nTo register to attend\, please click here.

SUMMARY:A perfect storm of crises: what's to be done? Oxford for Europe
DESCRIPTION:Once again we are very pleased to be able to introduce two distinguished guests who can speak with exceptional authority on their subjects. \nJust now we are facing perhaps more uncertainty than at any time in living memory. The harms done to the UK’s economy and reputation by Brexit have been compounded by the pandemic\, Ukraine and the cost of living crisis. At the same time the country is suffering an almost unique absence of competent leadership and a collapse of trust in government. Remorse over the Northern Ireland Protocol is raising the threat of political instability and trade war with our nearest neighbours. \nWho better to speak on these thorny subjects than one of the authors of the Good Friday Agreement and one of the country’s foremost economists? \n\n\nBook your place here\n\nYou can take part free of charge. However we welcome voluntary donations\, which help fund our activities. If you wish to donate\, please click here: \n\nDonate\n\n\n\nRead more here

SUMMARY:Does the UK human rights regime require reform? IfG
DESCRIPTION:The protection of people’s rights and liberties is a key part of the UK’s constitution\, dating all the way back to the twelfth century. In recent years\, and with the Covid pandemic seeing unprecedented restrictions on people’s everyday lives\, the debate about what rights should be protected – and how – has been reignited. \nThe government has shelved a new British Bill of Rights\, but politicians of all parties disagree over whether the UK should continue to be part of the European Convention on Human Rights. \nSo does the government need to reform how people’s rights are protected in the UK? What questions have been raised about the right to protest after the focus on how the public could show dissent during King Charles III’s accession? And what role should international institutions play in upholding human rights? \nPanellists: \n\nEstelle Dehon KC\, Public Law Barrister at Cornerstone Barristers\nRajiv Shah\, former Number 10 Special Adviser\nProfessor Colm O’Cinneide\, Professor of Human Rights Law at UCL\n\nThe event will be chaired by Raphael Hogarth\, Associate at the Institute for Government and barrister at 11KBW \nRegister: https://www.instituteforgovernment.org.uk/events/uk-human-rights-regime?utm_source=tuesday_weekly_newsletter&utm_medium=Oct_25_2022_event_newsletter_left&utm_campaign=Oct_25_2022_event_newsletter&inf_contact_key=cae0d02e5cbe10819db317908cfa356009c74070ac2bf3cfa7869e3cfd4ff832 \nevent will be chaired by Raphael Hogarth\, Associate at the Institute for Government and barrister at 11KBW \n  \n#IfGhumanrights \nWe would like to thank Cornerstone Barristers for kindly supporting this event.  \n

SUMMARY:Future of US-UK trade relations: IPPR
DESCRIPTION:The US and the UK are longstanding trade partners with shared interests in creating inclusive economic growth and advancing the green transition. After the dialogues on the future of Atlantic trade in Baltimore and Aberdeen earlier this year\, the two governments agreed to work on a roadmap to strengthen trade relations. It follows the publication of a new report by IPPR on how the two countries can build a progressive trade partnership. \nSpeakers include: \n\nGraham Floater\, UK Chief Negotiator for Trade with United States\, Department for International Trade\nKathleen Claussen\, Professor of Law\, University of Miami School of Law\nDr Emily Lydgate\, Deputy Director at the UK Trade Policy Observatory\nMarley Morris\, Associate Director for Migration\, Trade and Communities\, IPPR\nChair: Carys Roberts\, Executive Director\, IPPR\n\nIf you would like to attend please register below.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nRegister

SUMMARY:East Lothian & Borders European Movement
DESCRIPTION:We already have a very active group in the Edinburgh area. However\, we also have members and supporters in the East Lothian and Borders area\, and a number have expressed an interest in setting up a local group (or groups) in that area also.\nIf you are interested in getting involved in a local group in the East Lothian and/or Borders area\, we would like to invite you to join in an online meeting this coming Monday\, 17 October\, at 6.30 pm. We will see what interest there is in such a group\, and discuss what it could do to promote the pro-European message in those areas.\nWhat our local groups do is very much up to our members and supporters in local areas. Some are active in organising street stalls with information and campaign material. Others organise meetings and discussions\, online or in person\, on important European issues. Some publicise the European links of their own communities\, through activities such as ‘Eurowalks’.\n\nIt’s up to you what you want to do in your area – and all our members and supporters are welcome to join in!\nThis online event for East Lothian and Borders will start at 1830 with an introduction by one of our committee:\n\nSir Graham Watson\, former MEP\, and President of the Alliance of Liberals and Democrats for Europe in the European Parliament.\nWe will then have a talk from another of our members\, John Home Robertson\, former MP and MSP for East Lothian\, about his recent work delivering aid to communities in Ukraine on behalf of Edinburgh Direct Aid.\nAfter that\, we will have a discussion about setting up a local group (or groups) in the East Lothian and Borders area. The meeting will finish by 8.00 pm.\n\n\nTo take part\, just join through this Zoom link. Meeting ID: 846 6589 2290 Passcode: 180865\n\nIf you are going to take part\, it would be useful (although not essential) if you told us by emailing me at chair@euromovescotland.org.uk Please also let us know if you would like to take part in the local group\, but can’t join us on Monday.\nFinally\, I should explain that we are sending this email to all our contacts in the EH postcode area\, which does of course cover more than East Lothian and Borders. If you want to get involved with our Edinburgh4Europe group\, which is very active\, you can find their details here.

SUMMARY:Scotland's constitutional future
DESCRIPTION:Scotland’s place in the union hangs in the balance. The Supreme Court is set to decide whether Nicola Sturgeon can hold her proposed 2023 independence referendum. If the verdict goes against the SNP\, then Sturgeon’s Plan B is to place independence at the heart of the next general election campaign. The UK government is determined to prevent a rerun of the 2014 vote\, while Labour is developing plans for further devolution and wider constitutional reform. Opinion polls reveal a nation split down the middle on independence. \nSo what will the Supreme Court’s verdict mean? Where does the debate on independence go next? And what alternative constitutional scenarios could unfold in Scotland’s future? \nOn the day after the Supreme Court hearing\, the Institute for Government will be hosting an event to discuss the court case\, the legal and constitutional principles at stake\, and explore how Scotland can move towards a stable future – inside or outside the union. \nOn our expert panel are: \n\nProfessor Aileen McHarg\, Professor of Public Law and Human Rights at Durham Law School\nRt Hon Jim Murphy\, former Secretary of State for Scotland and former Leader of the Scottish Labour Party\nStephen Noon\, former Senior Policy Adviser to the First Minister of Scotland and strategist for Yes Scotland in the 2014 independence referendum\nProfessor Adam Tomkins\, John Millar Chair of Public Law at the University of Glasgow and former Scottish Conservative MSP\n\nThe event will be chaired by Akash Paun\, Senior Fellow of the Institute for Government. \nThe event will be available to watch online only. SUMMARY:Neil Kinnock: Wales\, Europe and the Future
DESCRIPTION:At Wales For Europe\, we want to ensure that Brexit does not mean that Wales is closed off from our European neighbours\, showing that we have much more in common in a world in which old attitudes towards state isolation are rendered obsolete. \nIncreasing globalisation is an inevitability of the future\, with multiculturalism and pluralism becoming ever more important to economic growth and societal harmony. Our nation is one which has always opened its arms to newcomers\, providing a nation of sanctuary to refugees and embracing difference. We need to act in the interests of current and future generations\, making sure that the best opportunities are available for success in a common world. \nOur event is designed to build on this conversation that began before the pandemic and will continue to be ever more relevant in the future. \nPurchase your ticket for this event on Eventbrite here! \nThank you very much for taking the time to read this special edition of Brexit Watch! We are very keen to hear from European Movement UK’s members. If you have any comments or questions about getting involved with Wales for Europe’s future activities\, including stalls and events\, please get in touch by contacting hello@walesforeurope.org and heading your email with ‘Brexit Watch 6 August.’ \n

SUMMARY:The SNP and Europe: Angus Robertson
DESCRIPTION:The departure of Boris Johnson\, the architect of Brexit\, and his replacement as Prime Minister by Liz Truss\, a Remainer turned Brexiteer\, could enable a reset in the UK’s troubled relations with the EU. \nBut this is unlikely – with substantial knock-on effects for Scotland where pro-Remain/-Rejoin support is around 70% or higher than in the 2016 referendum. \nTo explore the implications of the Truss era for Scotland Angus Robertson MSP\, Cabinet Secretary for the Constitution\, External Affairs and Culture\, will be joined by Mark Lazarowicz\, European Movement in Scotland chair at 15:00 on 30 September for the last in our series of interviews with EU spokespersons in the five main political parties at Holyrood. \nMore details and registration here. \nThe event will be recorded\, you can catch up later here. \n
